The problem to realize the civil right to education during its modernization in Russia

The article discusses the problems associated with ensuring the rights of Russian citizens to education; called the basic contradictions of the state policy in this area. The author emphasizes that the constitutional norms guaranteeing the right to education and ensuring its availability is an important need of man and society.
